I saw the illumination of Tokyo from the observatory of Bunkyo civic center.
It is located near the Korakuen station or Kasuga station of metro.
It takes 1-2minutes from each station by walk.
You can directly go there from Kasuga station by the underground passage.
You can also go there by 10minutes walk from Suidoubashi station of JR Line.
Observatory is on the 25th floor and it is free.
It is open from 9:00A.M. to 8:30P.M.
